The Globe and Mail reports in its Thursday, July 17, edition that in announcing Bill C-5, the Building Canada Act, Prime Minister Mark Carney emphasized his vision for advancing nation-building projects to boost Canada's economy. The Globe's guest columnist Mario Pinto writes that it will be challenging to secure public support and co-operation from provincial and territorial governments. There is no consensus on expanding existing energy pipelines or building new ones. In B.C., Premier David Eby aims to maximize the Trans-Mountain pipeline before mulling further infrastructure. Meanwhile, Quebec Premier Francois Legault has only agreed to study proposed projects in his province. Mr. Carney has framed his nation-building strategy around economic reconciliation with indigenous peoples. He emphasized the importance of indigenous participation in the national economy. Manitoba Premier Wab Kinew has shown interest in exploring a pipeline for transporting energy and exports through the Churchill port. While such a project would need thorough environmental and community consultation, it indicates a growing acknowledgment of the importance of Northern infrastructure for nation building and resilience.
