The National Post reports in its Friday edition that the Canada Industrial Relations Board has ruled that the Bank of Canada has broken the law for a second time over the use of replacement workers. Postmedia's Matteo Cimellaro writes that on July 22, the CIRB found that the BOC had used replacement workers -- often referred to as scabs by organized labour -- to fill gaps following a labour dispute between the bank and its security officers that began on June 23. The Public Service Alliance of Canada (PSAC), representing the BOC's approximately 50 security officers, challenged the central bank at the labour board after picket line leaders discovered black SUVs outside the BOC main office on Wellington Street last week. Those in the vehicle identified themselves as security officers to striking PSAC members. In the CIRB'S ruling, the BOC was found to contravene the Canada Labour Code "by using the services of the contractor Pinkerton Consulting & Investigations to perform part of the duties of an employee who is in the bargaining unit on strike," the bottom-line decision said. The BOC said it was "exploring all legal options" following the CIRB decision, setting the stage for a judicial review at Federal Court.
