The Globe and Mail reports in its Thursday edition that Canada is likely to prioritize its long-standing supply management over the not-yet-implemented Online Streaming Act in trade talks with the United States this year. The Globe's guest columnist Peter Menzies writes that U.S. trade representative Jamieson Greer identified supply management and the Online News Act as key issues ahead of renegotiating the USMCA. In response, Prime Minister Mark Carney stated that Canada's tariffs on U.S. dairy imports are not negotiable. Mr. Menzies says to preserve supply management's status, he should consider abandoning the digital legislation. The Online Streaming Act was influenced by lobbying from the TV, film and cable industries. The act aims to offset declining revenue from a 5-per-cent levy on domestic cable with similar revenue from offshore streaming services like Netflix and Spotify. The Canadian Radio-television Commission has shown its intent to regulate streaming as rigorously as it has with traditional television and cable, as seen in its recent decision requiring streamers to offer described video. The CRTC's procedural delays have prevented full implementation of the act, resulting in less to untangle if needed.
