Globe says BMO hears BOC told again to stop using scabs

The Globe and Mail reports in its Saturday, July 25, edition that the Bank of Canada has been ordered for the second time this month to stop using replacement workers for its striking security guards, violating federal labour laws. The Globe's Vanmala Subramaniam writes that the Canada Industrial Relations Board ruled on July 22 that the BOC breached the Canada Labour Code by employing a third-party security contractor, Pinkerton Consulting, after being instructed to cease such practices. Since late June, 49 security guards represented by PSAC Local 71250 have been on strike due to a breakdown in negotiations over benefits. PSAC and the BOC have been negotiating a new contract since December, 2024, forcing all BOC employees to work from home. Use of replacement workers during strikes was made illegal under federal law in June, 2025, frustrating employers who had lobbied against anti-scab legislation for years. Even so, the BOC appears to be flouting the new laws. The CIRB first ruled that the bank had violated labour laws on July 7, after it found that it was using contractors from GardaWorld Security to perform work usually done by its own security guards. The BOC says it has "complied fully with the CIRB ruling."
