The Globe and Mail reports in its Thursday, Dec. 4, edition that Nutrien recently decided to invest in an export terminal in Longview, Wash. A Globe editorial says an export terminal in Canada could have represented a significant step in diversification away from the United States. Nutrien clearly indicated earlier this year that regulations, taxes, and approval timelines would impact its choice of a port. Nutrien's decision reflects a rejection of the Canadian business environment. To convince it to change its decision, Transport Minister Steve MacKinnon said he will find out what Canada could have done to make Nutrien stay in Canada. The Globe says the answer entails hard work at broad regulatory reform and the expenditure of political capital. Mr. MacKinnon could start by ensuring labour peace at ports. The two-year approval timeframe envisioned by the Major Projects Office should be the standard for all major industrial projects, not just those handpicked by the government. A new mindset is needed that prioritizes economic expansion. The Carney government continues the Trudeau-era Liberals' misguided focus on boutique tax carve-outs for favoured sectors instead of broad-based cuts for everyone.
