The Globe and Mail reports in its Friday, May 22, edition that the CRTC has established new rules requiring on-line streaming services to allocate more revenue to Canadian and indigenous content, contributing to a $2-billion support system for domestic programming. The Globe's Irene Galea and Josh O'Kane write that the CRTC's new policies mandate that streaming companies use 15 per cent of their Canadian revenue to support domestic programming, while traditional broadcasters face a reduced minimum rate of 25 per cent. The new policy mandates that streamers contribute to media funds while allowing most spending for investments in Canadian content. Despite this flexibility, experts are warning that the new policy could deepen a rift with the U.S. government over cross-border trade. U.S. Trade Representative Jamieson Greer has raised the Online Streaming Act as an irritant because it imposes costs on American companies. The Motion Picture Association, which represents large streamers, including Netflix, Paramount Pictures and the Walt Disney Studios, said the framework "directly violates" Canada's obligations under the United States-Canada-Mexico Agreement.
