The Globe's Marie Woolf writes that Mr. Miller will travel to Paris for a UNESCO meeting where member states will vote on a protocol updating the 20-year-old convention to protect cultural sovereignty and address the impact of artificial intelligence on cultural industries. The Bloc Quebecois said Thursday that federal support for the new protocol would strengthen Canadian and Quebec culture against American tech giants. The U.S. has raised concerns about two laws from the previous Liberal government, including one that mandates foreign streaming companies like Netflix and Apple to support Canadian content and promote francophone culture. The second, the Online News Act, requires Google to provide financial support for Canadian journalism outlets. Both bills are regarded as trade irritants by the U.S. and are being discussed as part of bilateral trade negotiations. The Trump administration plans to withdraw from UNESCO by the end of 2026, citing its promotion of divisive social and cultural causes.
