The Globe and Mail reports in its Wednesday edition that Canada's film and television industry is feeling a new sense of hope, thanks to failed trade talks with the United States, which suggest the federal government may not abandon the multibillion-dollar cultural sector. The Globe's Barry Hertz writes that the shift in sentiment among Canadian film and TV industry professionals is striking. Only two months ago, the Department of Canadian Heritage halted the progress of the Online Streaming Act (Bill C-11), aimed at balancing the competition between foreign streamers like Netflix and Amazon, and domestic broadcasters. By ordering the Canadian telecom regulator to review its May policy on C-11, Prime Minister Mark Carney seemed to capitulate toward Big Tech interests in the U.S. Today, though, it appears that culture is no longer on the table as an easy bargaining chip. Homegrown film and television may have represented the thickest of red lines for Mr. Carney. U.S. Trade Representative Jamieson Greer said that "what we don't like is a situation where Canada forces American tech companies to take their earnings to give a percentage to their competitors," all but name checking C-11 as one of the deal breakers.
