The Globe and Mail reports in its Tuesday edition that on Sunday, United States Transportation Secretary Sean Duffy predicted on American cable news that a weak Canada would rush negotiators back to the table to avoid the devastating impact of U.S. tariffs. The Globe's Campbell Clark writes, however, that on Monday in Levis, Que., Prime Minister Mark Carney didn't sound like he was planning for that. He sounded like he was digging in. It's not that Mr. Carney ruled out ever negotiating with the Americans again; he didn't. But he described the U.S. administration's intent as malevolent and so destructive that the prospect of trying to revive last week's talks seems almost impossible. Mr. Carney called the Trump administration's reaction to the breakdown of talks -- which included new tariff threats and Mr. Trump's complaint that Canada wanted the benefits of a U.S. state without being one -- was "very revealing." And Mr. Carney said that the negotiations showed the U.S. wanted to "destroy" Canada's key auto, steel and aluminum industries. "When the Americans go to the negotiation table first, with the right attitude towards our industries and a true partnership, of course we'll come to the negotiating table," he said.
