The Globe and Mail reports in its Thursday edition that the July 1 deadline for reviewing the United States-Mexico-Canada Agreement is approaching. The Globe's guest columnist Andrei Sulzenko writes that it seems challenging for Canada and Mexico, as they face significant leverage from the U.S. The USMCA includes a unique mandatory review provision, making it unlikely that there will be a trilateral consensus to extend the agreement for another 16 years, as indicated by the U.S. administration. The review introduces uncertainty but primarily starts a clock that could expire in 2036. Formal negotiations will begin on July 1 and continue annually until changes are agreed upon or the USMCA ends in 10 years. Consequently, Canadian and Mexican negotiations are likely to be less urgent, as they can take up to a decade to reach a consensus. In contrast, the current U.S. administration aims for a resolution in about two years. By July, Canada and Mexico will refine their "best alternative to a negotiated agreement" positions, meaning that no deal is preferable to a bad deal. The consequences of no agreement will primarily prolong the economic damage caused by the U.S. administration, without inflicting much additional harm.
