The Globe and Mail reports in its Tuesday, Sept. 15, edition that China's top spy chief has warned that artificial intelligence could directly threaten the Chinese Communist Party's power, marking a significant acknowledgment of the technology's security risks. A New York Times dispatch to The Globe reports that Chen Yixin, head of China's Ministry of State Security, offers a blunt assessment that contrasts with the U.S. AI debate, which warns about AI slipping from human control or threatening humanity. Mr. Chen is calling for more party control over AI and stricter government oversight. He says this is necessary to protect political stability at home, defend against increasingly sophisticated cyberattacks and misinformation campaigns from "hostile forces," and compete militarily with countries like the United States. Mr. Chen referred specifically to U.S. tech companies and their AI models as examples of new threats to cybersecurity. He also described the danger that foreign intelligence agencies might use AI for "large-scale espionage" and attacks on China's critical infrastructure. The warning from the powerful security agency makes clear that China sees foreign AI models as an active threat to China.
