The Globe and Mail reports in its Monday edition that minority advocates worry that individuals who are blocked from posting hate speech on social media may choose to migrate to smaller platforms not covered by Canada's new on-line harms bill. The Globe's Marie Woolf writes that small social media platforms are not included in the bill's coverage and could become hubs for individuals who want to evade prohibitions. The on-line harms bill places an obligation on social media platforms to act responsibly, make child pornography and some other content inaccessible, and protect children. Platforms will be required to provide tools for flagging content and blocking users, as well as publishing digital safety plans. The bill establishes the Digital Safety Commission to hold platforms accountable. It also creates a digital safety ombudsman to lodge complaints about hateful posts, including those advocating for genocide. Centre for Israel and Jewish Affairs lawyer Richard Marceau supports the bill as a way to combat hate speech. He says he has relayed to the government his concerns over how the worst haters deplatformed from X, Meta's Facebook and other social-media sites often migrate to the smaller platforms.
