The Globe and Mail reports in its Wednesday, Feb. 28, edition that Ottawa's proposed on-line harms bill would require tech platforms to be more transparent and comply with new regulations or face hefty fines of up to $10-million. The Globe's Irene Galea writes that the proposed legislation unveiled on Monday outlines a series of responsibilities for on-line platforms to combat on-line hate and harm. The bill applies to social media platforms, some pornography platforms and live-streaming services where user counts meet a certain threshold. The government has not listed companies involved but Meta (which owns Facebook and Instagram), X (formerly called Twitter) and Pornhub would be affected. Under the bill, these platforms would be required to remove content that sexually victimizes a child or revictimizes a survivor, or intimate content communicated without consent, within 24 hours of that content being reported. Under the bill Ottawa would require platforms to submit a digital safety plan and enable tools to block other users and flag harmful content. These tools are already widely available on most large platforms, according University of British Columbia news media Professor Heidi Tworek.
