The Globe and Mail reports in its Tuesday edition that the federal government has tabled its on-line harms bill, which includes a new hate-crime offence that can result in life imprisonment for the most severe cases. The Globe's Marie Woolf writes that additionally, the bill places strict requirements on tech platforms to remove child pornography within 24 hours. The sweeping legislation, introduced in the Commons by Justice Minister Arif Virani, would make on-line platforms swiftly take down child-sexual-abuse material, as well as content that bullies or sexually victimizes children or induces a child to harm themselves. The platforms would also have to remove any sexual content posted without consent. The bill covers social media, such as Meta's Facebook and Twitter, and pornography platforms such as Pornhub where users upload videos of themselves, as well as live-streaming services that exceed a certain threshold of users. It excludes, however, private and encrypted-messaging services, such as the instant-messaging app Snapchat. The bill also focuses on hate speech, creating a definition of hatred in the Criminal Code, and raises the maximum punishment for advocating genocide from five years to life imprisonment.
