The Globe and Mail reports in its Wednesday, Nov. 12, edition that there will not be a significant Alberta-Ottawa energy and environment agreement by the Grey Cup, despite Premier Danielle Smith's expectations. The Globe's Campbell Clark writes that the hope for a reset in relations remains tied to what she calls the "grand bargain" for an oil pipeline. Ms. Smith has set a timer and expects a memorandum of understanding on oil and gas and environmental regulation with Ottawa by game time Sunday. Mr. Clark says Ms. Smith's timeline is implausible. If Ms. Smith and the PM were to sign a substantive deal on energy and the environment, it would be a Canadian political landmark. Ms. Smith wants an oil pipeline, and Mr. Carney has suggested that the federal government may support it if oil companies build the Pathways Alliance carbon-capture project. The talks on the Pathways carbon-capture project are still mainly between the two governments, rather than with the oil industry. A deal depends on the companies that would build and operate the project and foot part of the bill. And they need to know who will pay what: Ottawa has offered extensive investment tax credits, but wants Alberta to pony up more.
