Neither pipeline has a private-sector proponent. They are supported by politicians using public funds. Ms. Smith argues that government involvement is needed due to regulatory uncertainty, citing the cancellation of Enbridge's Northern Gateway as a reason for the high risks in building new pipelines. What she does not say is that Enbridge has completed a major pipeline since the Northern Gateway cancellation and is expanding its system with other private-sector projects like Keystone XL-Bridger -- all without taxpayer support. Also, the Carney government has recently reduced regulatory risk by streamlining the approval process with the Building Canada Act and the Major Projects Office.
