The Globe and Mail reports in its Tuesday edition that Alberta's initial proposal for a new oil pipeline to the West Coast will not be backed by any private-sector proponents. A triple bylined item led by Emma Graney says that Alberta set itself a July 1 deadline to submit the proposal for fast-tracked federal consideration. Alberta will meet that timing and will front the application as the pipeline's initial proponent. Alberta Energy Minister Brian Jean said several proponents, including indigenous groups, have approached the government to invest in the pipeline. He also mentioned talks with an unnamed Fortune 500 company about financing and building the project. Alberta and Ottawa have said that a West Coast pipeline project would be led by private backers rather than taxpayers. However, companies like Enbridge and TC Energy have hesitated to assume the financial risk. Ottawa is expected to decide by October on designating the pipeline as a project of national interest. B.C. Premier David Eby has been highly critical of the process, which he said he has not been a party to, and the absence of a private-sector backer for the project. Alberta must also reach a deal on a major carbon-capture project, called Pathways.
