The Globe and Mail reports in its Wednesday edition that Prime Minister Mark Carney expects public servants to swiftly execute his nation-building agenda. The Globe's Robert Fife reports that to get the job done, Mr. Carney is prepared to recruit more outsiders, including former Hydro-Quebec chief executive officer Michael Sabia. Mr. Sabia, who once headed BCE and Quebec's pension fund, will become Clerk of the Privy Council Office in July. The PCO Clerk is the country's top bureaucrat and the PM's deputy minister. The PM wants to diversify trade beyond the U.S. and transform Canada into an energy superpower. Mr. Sabia and incoming PMO Chief of Staff Marc-Andre Blanchard have discussed lightening up on civil servants who fail to meet performance goals. Mr. Blanchard was recently executive vice-president of Quebec's pension fund and before that was chairman of law firm McCarthy Tetrault. The PM is not looking for an Elon Musk type of personality. The PM is considering individuals with extensive business and government experience to assist new Natural Resources Minister Tim Hodgson, a former Goldman Sachs banker, in quickly approving major energy projects. He was personally recruited by Mr. Carney to run for the Liberals.
