The Globe and Mail reports in its Friday edition that in its first year as government, the Liberals have made a raft of promises on everything from major projects to immigration to foreign trade and defence. An unbylined item in The Globe says Prime Minister Mark Carney promised to reset the country's economic relationship with the United States, renew the continental trade pact and get the Trump administration to lower its tariffs on key Canadian industries. The progress: Sixteen months into the trade war, U.S. tariffs remain on autos, industrial metals and wood products. Ottawa and Washington have held two rounds of negotiations, but failed to make progress. At first, Mr. Carney was looking to strike a comprehensive trade and security deal with Mr. Trump. Then, he shifted to a narrower goal of getting relief from steel and aluminum tariffs. Now, with tariffs still in place and the six-year U.S.-Mexico-Canada Agreement review looming, Mr. Carney has promised a "new partnership" with the U.S. The offer from Ottawa is deeper integration in key industries inside a "Fortress North America" in return for lower tariffs. Washington and Mexico have formally begun bilateral USMCA negotiations without Canada at the table.
