The Globe and Mail reports in its Wednesday edition that three months before the review of the North American trade pact, Canada and Mexico are diverging. The Globe's Mark Rendell writes that Mexico's trade team started talks with the U.S. Trade Representative (USTR) to address vehicle content, supply-chain security and foreign investment, while Canada remains mostly inactive. Trade Minister Dominic LeBlanc said Monday his team has re-engaged with the Trump administration over the past month, after almost no contact following the breakdown of talks in October. Mr. LeBlanc said nothing to suggest Ottawa has begun substantive talks with USTR ahead of the July 1 review date for the United States-Mexico-Canada Agreement. Some observers see Washington's differing treatment of its USMCA partners as a sign the trilateral agreement may collapse into separate bilateral deals, a possibility U.S. officials have raised recently. Others believe the U.S. and Mexico are pro-actively addressing complex bilateral issues early on. They point to the 2018 negotiations that created the USMCA, where Washington and Mexico City effectively reached a deal without Ottawa, then brought the Canadians back to the table at the last minute.
