The Globe and Mail reports in its Friday, Feb. 27, edition that trade negotiations once relied on the belief that trade barriers were mutually detrimental. The Globe's Tony Keller writes that countries would lower their tariffs in exchange for others doing the same. In 1988, Canada and the United States forged a free-trade deal focused on mutual disarmament, believing that reducing trade barriers would benefit both sides without anyone losing. After President Trump's State of the Union address on Tuesday night, U.S. Trade Representative Jamieson Greer commented on trade negotiations with Canada. He said the administration is "focused on reshoring supply chains related to automotive, steel, aluminum. If Canada wants to come in and participate in this type of reshoring we're trying to do, we're happy to have those discussions." Asked what "participating in reshoring" means, he said the U.S. wants other countries to agree to its protective tariffs to safeguard its industries while opening their markets to the U.S. Mr. Greer said, "If Canada agrees to higher tariffs in exchange for opening their markets, particularly in dairy, that would be beneficial." Mr. Keller says the old give-and-take is now take-and-take.
