The Globe and Mail reports in its Tuesday, Nov. 25, edition that Prime Minister Mark Carney and Alberta Premier Danielle Smith will announce a memorandum of understanding (MOU) on energy in Calgary on Thursday, despite B.C. Premier David Eby's objections. The Globe's Robert Fife and Stephanie Levitz write that Mr. Eby expressed concerns about a heavy oil pipeline from Alberta to B.C.'s northwest coast during a private conversation with Mr. Carney, but received no commitment from Ottawa regarding his objections. Mr. Eby was surprised last week when The Globe reported that Ottawa and Alberta were nearing an agreement on energy development, which could include a limited exemption to the ban on oil tankers off British Columbia's northwest coast, paving the way for a new pipeline sought by Ms. Smith. The Globe reported last week that the MOU would involve plans for changes to industrial carbon pricing to support carbon-capture technology and potentially lower or remove the industrial emissions cap. An energy deal with Alberta aligns with Mr. Carney's goal of boosting Canada's economic independence from the U.S., but it raises environmental and indigenous relations concerns in B.C.
