The Globe and Mail reports in its Wednesday, July 15, edition that the union for striking Bank of Canada security guards has filed a complaint with the federal labour board, alleging that the BOC is still using contract guards despite an order to stop. The Globe's Vanmala Subramaniam writes that the complaint was submitted by the Public Service Alliance of Canada on Tuesday. Union members reported seeing individuals conducting security checks around the BOC building in Ottawa recently, who were not identifiable as bank employees. About 50 armed security guards have been on strike since June 23 due to a breakdown in negotiations over worker benefits between the bank and the Public Service Alliance of Canada. In their absence, the BOC contracted security guards from GardaWorld Security to perform the duties of the striking workers, a practice which is illegal under federal labour law. On July 7, after multiple complaints by the union, the Canada Industrial Relations Board issued a directive to the bank to stop using the services of Garda during the strike, stating that the bank had contravened Section 94 of the Canada Labour Code.
