Some believe there is no reason to doubt the government's projections, citing a friendlier tax regime for investments and a focus on fast-tracking major projects as positive factors. Success hinges on Ottawa removing regulatory barriers and crucial project details: timelines, decision-makers, risk distribution and government investment. Jim Balsillie, chair of the Council of Canadian Innovators and the former Blackberry co-chief executive officer, believes Ottawa missed an opportunity to ensure that the intellectual property developed in Canada stays here to the benefit of Canadian companies. Without correcting this, he said, Canada will not see a significant jump in private-sector investment in the technology sector.
