The Globe and Mail reports in its Tuesday edition that UN Secretary-General Antonio Guterres says artificial intelligence is advancing rapidly and needs global rules to minimize potential risks. A Reuters dispatch to The Globe reports that Mr. Guterres told delegates at the first-ever government-level global dialog on AI in Geneva: "Innovation needs guardrails. ... If AI is to be powerful, it must be governed." The UN Global Dialogue on AI Governance aims to discuss setting rules to mitigate AI's potential harms and harness its opportunities, rather than creating a treaty. Delegates will review a report from a UN-backed panel of 40 experts presenting findings from the first global scientific assessment of AI. A comprehensive report is planned for next year, along with a second global meeting in New York. Mr. Guterres emphasized that global AI regulations must prioritize children's safety, citing instances of minors being led to self-harm and misled by machines acting as friends. He said: "We do not let medicine reach a child until it is proven safe. We test every toy. Yet AI has reached our children -- their learning, their friendships, their most private questions -- before anyone asked what it would do to them."
