The Globe and Mail reports in its Tuesday edition that Quebec's plan to regulate streaming services has the potential to cause chaos in Canada's on-line entertainment industry. The Globe's guest columnist Peter Menzies writes that since the Online Streaming Act (Bill C-11) was passed last year, the Canadian Radio-television and Telecommunications Commission has been hurrying to implement it. This involves collecting money from foreign streaming services like Netflix and Disney+ to support Canadian film and TV producers. Additionally, the CRTC is requiring these streaming platforms to prioritize Canadian content in their libraries. Heritage Minister Pascale St-Onge made it clear in November that time is of the essence and the Liberals certainly want to signal -- primarily to Quebec -- that money will be flowing prior to an election in 2025. Now, however, Quebec wants more. Quebec's Minister of Communications and Culture Mathieu Lacombe is planning to introduce his own legislation this year in an effort to force digital platforms to offer more French content. Mr. Menzies says Quebec's ambitions are waking ghosts of constitutional battles past. To put it bluntly, a world of hurt awaits, particularly for the CRTC.
