DYNACERT COMMENTS ON ONTARIO DRIVE CLEAN PROGRAM REDESIGN

DynaCERT Inc. has provided comments to the newly announced Ontario's drive clean program redesign.

The Ministry of the Environment, Conservation and Parks (MECP) has announced changes to regulations that include the cancellation of the drive clean program, in exchange for a new heavy-duty vehicle program, that is focused on diesel emission reduction.

As communicated by the MECP on Sept. 28, 2018: "Emissions from heavy duty vehicles have not decreased as rapidly (as light duty vehicles), in part due to less stringent vehicle emission standards, and a slower replacement rate of older, higher emission vehicles. Heavy duty vehicles remain a significant source of nitrogen oxides (NOx), a smog forming pollutant, and fine particulate matter, a carcinogen that causes heart and lung disease." The government of Ontario says the proposed changes to the drive clean program will shift the focus to heavy-duty vehicles with full cost recovery for government. The definition of heavy-duty vehicles was not presented but could include all diesel-powered equipment both on-road and off-road. This change will lead to better environmental outcomes at a lower overall cost, meaning better value for taxpayer dollars. The report also states that the new program is "... providing incentives to industry who consistently demonstrate cleaner fleets." DynaCERT will fully participate in the planned public consultations to ensure that its HydraGEN technology will be front and centre in the MECP program. One of five purposes stated by the MECP as reasons for the policy is "... to reduce human exposure to dangerous diesel emissions, including particulate matter, nitrogen oxides (NOx), hydrocarbons (THC) and other pollutants; and reduce emissions of black carbon, a short lived climate change agent." As reported in the DynaCERT press release dated Sept. 24, 2018, HydraGEN provides consistent and effective performance to reduce NOx (up to 88 per cent), CO (up to 50.1 per cent) and THC (up to 74 per cent) for on-road and off-road vehicles. The HydraGEN technology is the only system available today with verified testing results performed by independent and accredited third party facilities in Canada and worldwide.

DynaCERT's on-demand electrolysis technology is safe and simple to use with no on-board storage of hydrogen and it operates without pressure. The HG1-45 unit has a return on investment (for example, payback period) to end-users of approximately 12 months depending on vehicle use with benefits that include reductions in consumption of: (a) fuel; (b) diesel emission fluid (DEF); and (c) diesel particulate filters (DPF). There are also added benefits of improved engine performance with an increase in torque and less breakdown of engine oil resulting in less wear of engine components.

DynaCERT's smart electronic control unit (ECU) has built-in Bluetooth connectivity to wirelessly communicate with the engine's on-board diagnostic (OBD) computer. The Smart ECU can provide live-data emission reduction performance reporting that is leading the industry in connectivity. Additionally every vehicle operator, fleet manager and end-user can follow the vehicle's location via GPS, its fuel consumption in various time slots (live, hourly averages and daily averages) and emissions with reporting direct from the OBD computer that ensures consistent and accurate data. As parameters change in the engine or the vehicle, the ECU can also be able to report when a vehicle falls below acceptable performance criteria alerting fleet managers to the event and allowing sufficient time to plan an engine service call wherever the vehicle may be.

There are an estimated 250,000 diesel-powered vehicles in Ontario alone, each of which can use DynaCERT's HydraGEN technology. It is not clear in the report whether the MECP will mandate that all out-of-province vehicles travelling on Ontario roads will be regulated as well. Robert Maier, chief operating officer and chief engineer, states, "Our HydraGEN technology is a verified solution that is in use today and which can become one of the key systems within the MECP program to reduce diesel engine pollution in Ontario and across North America."
