The Globe and Mail reports in its Saturday, May 9, edition that Ottawa is proposing to reverse the order of pipeline approvals, allowing cabinet to OK new projects before completing technical assessments. A quadruple bylined item led by Marieke Walsh writes that the change is part of new regulations aimed at streamlining the review process for industrial projects, released shortly before Alberta is expected to submit a proposal for a new West Coast pipeline. "This sends a message to investors, and frankly, to Canadian businesses that worry about our competitiveness," Intergovernmental Affairs Minister Dominic LeBlanc said Friday. "The government is going to ensure that we do all of these regulatory processes in a much more efficient and coherent way." Proposed changes include a maximum one-year federal review period for all projects, a single federal decision-making process, the establishment of "economic zones" and quicker reviews for nuclear facilities. Mr. LeBlanc said provincial and territorial premiers were notified of the proposed changes in a letter sent Friday. Business and industry groups welcomed the news, calling Justin Trudeau's impact assessment regime chilling for investment.
