The National Post reports in its Saturday, Nov. 29, edition that while Prime Minister Mark Carney deserves credit for negotiating a memorandum understanding with Alberta Premier Danielle Smith, it is doubtful a pipeline will ever get built. A Post editorial says Ms. Smith can highlight positives from the deal at the UCP's annual meeting to quell separatist unrest in her party. Ottawa has officially committed to "increasing production of Alberta oil and gas," and to the approval and construction of "one or more private sector constructed and financed pipelines." The Liberals' promise will exempt Alberta from the government's clean energy regulations. Several regulations have been points of contention for Alberta, so it is to Ms. Smith's credit that she was able to persuade the PM to budge. But it is possible this will accomplish little more than to remove extra layers of regulation, which were unnecessary even by environmental standards. If Mr. Carney is at all serious about kick-starting investment in Canada, he should at minimum be willing to clear away some of these extra rules. While the Post applauds Ottawa's attempt to work with Alberta, it is not confident this plan will deliver what is promised.
