West Texas Intermediate crude for November delivery added $2.45 to $92.87, while Brent for December (new front month) added $4.28 to $102.31 (all figures in this para U.S.). Western Canadian Select traded at a discount of $28.00 to WTI, down from a discount of $25.60. Natural gas for November lost six cents to $2.96. The TSX energy index added 6.27 points to close at 444.29.

The Canadian government has designated the West Coast oil pipeline as the first project of national interest under the Building Canada Act. The pipeline, now named Pacific Link, would carry one million barrels a day from Bruderheim, Alta., to a port near Delta, B.C., for export to global markets. Prime Minister Mark Carney and Alberta Premier Danielle Smith unveiled the designation this morning in Fort McMurray. "Canada has a once-in-a-generation opportunity to become a global energy superpower," said Mr. Carney, adding, "Pacific Link is critical to this mission."

Ms. Smith was even more effusive. "Today marks a significant victory for Alberta's and Canada's energy future," she declared. "... For too long, people across Canada have watched investment leave, projects stall and opportunities slip away. Today, we are turning the page."
