Vancouver's Naeem Tyab, facing the prospect of three years in the "harrowing conditions" of a U.S. medium-security prison, has asked a judge to postpone his prison reporting date so that he can obtain a spot in a minimum-security jail. He says that he is a non-violent, first-time offender who would ordinarily qualify for a lower security designation. The Bureau of Prisons, however, is attempting to place him in a medium-security institution because he is not a U.S. citizen.

The request from Mr. Tyab comes as part of a case in which prosecutors cited him for a bribery scheme involving diplomats from the African country of Chad. According to the government, Mr. Tyab arranged payouts to officials in order to secure oil rights in that country. The payouts led to Mr. Tyab realizing $27.6-million in illegal gains, prosecutors said. (All figures are in U.S. dollars.) There was no trial for Mr. Tyab, as he pleaded guilty early in the case. The judge sentenced him to three years in prison.
