Globe says Ford hears USMCA reduces economic efficiency

The Globe and Mail reports in its Wednesday edition that talks on renewing the United States-Mexico-Canada Agreement have started. The Globe's guest columnist Claude Lavoie writes that the U.S. aims to strengthen rules-of-origin needs and establish a minimum threshold for U.S. content. U.S. Trade Representative Jamieson Greer noted that talks will also address external tariff co-ordination. External tariff co-ordination and rules-of-origin requirements aim to enhance North American content in goods and prevent third-party countries from exploiting USMCA. Implementing both would be redundant, penalizing Canada's trade twice for the same goal. Co-ordinating external tariffs may hinder Canada's diversification efforts and weaken our trade policy sovereignty. Therefore, prioritizing a more diversified and resilient economy over some efficiency might be the wiser choice. The U.S. is focused on reshoring production to American territory, driven by security objectives and political considerations. The U.S. is worried that China might use Canada or Mexico to bypass trade and security policies, allowing Chinese products into the American market. USMCA's added regulations have reduced North American economic efficiency.
