The Globe and Mail reports in its Friday, Aug. 11, edition that in July, the Canadian Radio-television and Telecommunications Commission announced it had sided with Quebecor and against Rogers Communications over prices the former would pay to use Rogers wireless networks in Western Canada. The Globe's guest columnist Dvai Ghose writes that while the actual terms were not released, the CRTC made it clear that it sided with Quebecor's lower rate proposal in order to stimulate resale competition; it is willing to impose wholesale rates that may not provide the owner with an immediate-term return on investment; and it is willing to mandate rates that require an otherwise profitable enterprise to incur a loss in one line of business provided it is profitable in other lines of business. The CRTC may have good intentions, but its actions are destructive for wireless investment. Canadian regulators must realize that if they negatively affect the profitability of publicly listed telecom network operators through regulation (as the CRTC has publicly stated), it is the fiduciary responsibility of the network operators to offset the financial impact by cutting jobs and investment -- to the detriment of Canada.
