The Globe and Mail reports in its Monday edition that it was striking how much Mark Carney's crisis press conference on Saturday looked like the crisis press conference of 17 months ago. The Globe's Campbell Clark writes that the message then was the United States wanted "to break us so that America can own us." On Friday, it was, "You're at war when you get attacked." Last year's trade war cooled into a trade cold war. Mr. Carney had backed off from retaliation. It was President Donald Trump who hit the gas again in July, driving straight at Canada with a threat of new tariffs. His latest tariffs were supposed to force Canada to back down from its remaining retaliation and the bans on U.S. booze imposed by eight rebellious provinces. U.S. Representative Jamieson Greer insisted that the U.S. would not tolerate any retaliation, by any country. This time, Mr. Carney isn't talking about negotiating a comprehensive deal with Mr. Trump. Instead he suggests he didn't think an agreement with Mr. Trump had any value. In truth, the deal that was on the table even before all that was already pretty bad. Then came demands we ask permission before striking new trade deals abroad -- hardly something Mr. Carney could sell at home.
