The Globe and Mail reports in its Saturday, July 4, edition that on Thursday Prime Minister Mark Carney announced significant summer spending for new projects in British Columbia and Alberta, but economists are concerned about the vague details on funding sources. The Globe's Bill Curry writes that the PM made several references to "catalytic" investments that will attract more than $200-billion in private capital. Earlier in the day he was in Vancouver alongside Premier David Eby and then flew to Calgary, where he and Premier Danielle Smith announced plans for a proposed southern route for a new oil pipeline to the West Coast, led by the federally owned Trans Mountain Corp. Alberta pegs the cost for a new pipeline at between $35.2-billion and $43.7-billion. No information was given on Ottawa's annual spending for projects, including direct spending and loans, or their impact on the deficit and debt. Details are expected with the government's fall budget. Desjardins economist Jimmy Jean says he understands that some of the lack of detail around the pipeline is due to the fact that the financing structure is still being negotiated. He says, "It's very difficult to figure out what was precommitted or not."
