The sources said Alberta will meet that timing and will front the application as the pipeline's initial proponent. Alberta Energy Minister Brian Jean said several proponents, including indigenous groups, have approached the government to invest in the pipeline. He also mentioned talks with an unnamed Fortune 500 company about financing and building the project. Alberta and Ottawa have said that a West Coast pipeline project would be led by private backers, likely a conglomerate, rather than taxpayers. However, companies like Enbridge have hesitated to assume the financial risk of developing the new oil conduit. Ottawa is expected to decide by October on designating the pipeline as a project of national interest, which would allow evaluation under the Building Canada Act for construction conditions. Alberta officials predict oil could flow in a new pipeline by 2033 or 2034.
