The Globe and Mail reports in its Wednesday edition that China will be a key focus in the United States-Mexico-Canada renegotiations, even though it isn't part of the negotiations. The Globe's Rita Trichur writes that the Trump administration did not renew the trade pact, and with annual reviews now in place, the U.S. is leveraging trade talks to encourage Canada and Mexico to support efforts against China. Washington claims China is exploiting USMCA loopholes to bypass U.S. tariffs by using Mexico and Canada for access to the U.S. market, but the U.S. is being somewhat disingenuous in this matter for its own advantage. The U.S. seems to be blurring the line between blatant customs fraud and legal shipments from third countries in global trade during current negotiations. This allows Washington to alter the USMCA's rules of origin and force increased U.S. content, negatively impacting the other signatories. Obviously, it is in Canada's interest to stamp out customs fraud. The Carney government received a complaint about China's dumping of thermal paper and the threat it poses to domestic jobs. Trouble is, the U.S. is also proving to be an untrustworthy trading partner. There is a risk the United States will get its way.
