Company Advances Toward Larger Contracts Pending ITAR Certification

Sector 4 import authorization—approved and effective September 17, 2026—positions HGI and Premier Graphene to pursue larger defense contracts pending ITAR certification

MEXICO CITY, Sept. 21, 2026 (GLOBE NEWSWIRE) -- Premier Graphene Inc. (OTC: BIEI) today announced that its affiliate, HGI Industrial Technologies, S.A.P.I. de C.V., has received official authorization from Mexico’s Servicio de Administración Tributaria (SAT), the country’s Tax Administration Service, to expand its registration in the Padrón de Importadores de Sectores Específicos (Registry of Importers of Specific Sectors) to include Sector 4: firearms, spare parts, accessories, and ammunition.

Issued and effective September 17, 2026, the authorization covers Sector 4, “Armas de fuego, refacciones, accesorios y munición” (firearms, spare parts, accessories, and ammunition). The SAT confirmed that HGI’s application for Actualización – Aumento y Disminución de Sectores Específicos (Update – Increase and Decrease of Specific Sectors) fully complies with applicable regulations under the Reglamento Interior del Servicio de Administración Tributaria (Internal Regulations of the Tax Administration Service) and the Reglas Generales de Comercio Exterior (General Rules of Foreign Trade), and the authority rendered the request “PROCEDENTE” (APPROVED / PROCEEDING).

With this authorization, HGI Industrial Technologies is now cleared to import products under the applicable tariff classifications, including munitions classified under fraction 9306.30.99. This classification covers bombs, grenades, torpedoes, mines, missiles, cartridges, and other munitions, projectiles, and their parts (including shot, pellets, and wads for cartridges), as well as related ammunition such as mortar rounds and other specialized munitions and accessories, including aircraft and vessels for military use, in each case subject to the applicable non-tariff regulations and restrictions.

Premier Graphene Inc. Chief Executive Officer Ivan Mendez said the Company is currently awaiting two pending approvals: ITAR brokerage certification and ITAR certification for the sale of graphite and graphene materials. Once those certifications are in hand, Premier intends to advance to larger contracts involving these product categories.
