Boston prosecutors have requested a 32-month jail term for Roger "Rocket" Knox, the U.K. national who pleaded guilty to charges arising from multiple pump-and-dumps, including at least four linked to Vancouver. Prosecutors say that Mr. Knox participated in a "massive global securities fraud" that generated $150-million in illegal gains over a six-year period. (All figures are in U.S. dollars.) Through a Swiss entity that he ran, he allowed hidden insiders to unload shares on the U.S. markets without making the proper disclosures, inflicting losses on at least 20,000 victims.

The proposed sentence for Mr. Knox comes about 3-1/2 years after he pleaded guilty to charges of securities fraud and conspiracy to commit securities fraud. He was arrested on those charges in October, 2018, in Mexico City, where authorities placed him on a flight to Boston. He then spent about 18 months in jail, until a judge released him on bond. He has since been co-operating with prosecutors, with that co-operation including testimony against others.
