The Financial Post reports in its Saturday edition that we do not impose zero tolerance for accidents in industries such as airlines, health or construction, even though awful and avoidable things happen. The Post's Claudia Cattaneo writes that when it comes to pipelines and oil spills, safety expectations are off the charts. In its 440-page final argument for approval of the Trans Mountain pipeline expansion, Enbridge rival Kinder Morgan Canada provides a measure of how projects are responding to "a heightened public awareness and related concern of the risks associated with the transportation of petroleum products" -- even though "this heightened awareness does not change the nature of the risks, all of which are well understood." Ms. Cattaneo says it is hard to tell, based on the massive campaign in B.C. opposing the project, that the existing pipeline has operated safely for 60 years, or that there has not been a single incident involving an oil tanker at Port Metro Vancouver in half a century. The company submitted the document to the National Energy Board on Thursday as part of its plea to recommend approval to triple the oil flow to 890,000 barrels a day by twinning the existing pipeline.
