The Vancouver Sun reports in its Friday edition economic and business gurus who gathered behind closed doors last week with Finance Minister Joe Oliver to provide budget ideas urged the government to find a way to get the Northern Gateway pipeline built. Postmedia's Jason Fekete writes several policy ideas on taxes and the economy were discussed in the room, including a multibillion-dollar fund to help win first nation approval for Enbridge's cross-B.C. oil sands pipeline. The minister's summer policy retreat in Wakefield, Que., has become an important meeting and incubator of ideas for the Conservative government each year as it seeks input for the budget. Policy decisions such as the creation of tax-free savings accounts (TFSAs) have come out of the annual retreat. Participants said there were significant concerns raised about delays in building the Northern Gateway pipeline and other energy infrastructure, including the uncertainty raised by a recent Supreme Court decision and first nations' objections to the project. Investing a few billion dollars in a fund could produce spinoff benefits for generations. Canada is at risk of losing potentially tens of billions of dollars worth of export opportunities.
