The Financial Post reports in its Thursday edition that independent Internet providers are crying foul over new wholesale rates proposed by the big carriers for access to their high-speed service. The Post's Emily Jackson writes that the CRTC required incumbents such as Rogers, Bell, Shaw and Telus to revise their rates, but instead of proposing lower rates, as was expected due to the CRTC's adjusted inputs, many of the incumbents proposed slightly to vastly higher prices in submissions to the CRTC. The Canadian Network Operators Consortium, comprising smaller players such as TekSavvy which buy wholesale Internet access and resell it to consumers at lower rates, is demanding that the CRTC refrain from interim approval of the rates and order the incumbents to revise their submissions as soon as possible. In a letter to the CRTC, the consortium argued the incumbents landed on higher prices by modifying the CRTC's approved cost calculation method, actions that "fly in the face" of the CRTC order and amount to an abuse of process. It was "astonishing" to see even higher prices from some incumbents, said George Burger of alternative provider VMedia in Toronto. However, Cogeco and Shaw did lower their prices.
