James Dines, writing in the Sept. 15, 2017, issue of The Dines Letter, says buy Atac Resources Ltd. at 76 cents. This is the first time he has recommended the stock. He does not discuss Atac in this issue; he just includes the buy on the newsletter's back page. Elsewhere in the newsletter, Mr. Dines says that drone warfare is increasingly becoming available outside of the United States. Shortly after Sept. 11, 2001, the U.S. began sending drones into foreign airspace to kill terror suspects. Its first strike was in Afghanistan, followed by strikes in Pakistan, Yemen and Somalia. Initially, the U.S. had a monopoly on drone technology, but today China and Russia are also in possession of combat drones. New Scientist magazine recently reported that a company in the Ukraine has been developing combat drones at a fraction of the cost of those in the U.S., and ISIS fighters in Iraq have been customizing commercial drones to drop grenades. Mr. Dines says the he wishes he knew how to stop the drift toward war, and hopes that his publicizing of these issues might do some good.
