The U.S. Securities and Exchange Commission's case against Vancouver's Douglas Roe is proceeding at a slow pace, as the regulator has been unable to track down Mr. Roe to serve him with the charges. A sheriff attempted to find Mr. Roe at his last known address in Vancouver's West End, but was unsuccessful. When the sheriff called Mr. Roe's phone number, he only received abusive language, the SEC says.

The SEC is looking for Mr. Roe to serve him with a complaint in which the regulator claims that he was behind an attempted U.S. listing called Blue Mountain Eco Tours Inc. The SEC says that Mr. Roe enlisted a Jamaican resident to serve as the company's figurehead as he attempted to have the stock registered in the United States. The problem was that nothing in the company's disclosure stated that Mr. Roe was behind the stock.

The case has been under way for six months, but before it can advance in the normal course the SEC must serve Mr. Roe with the charges. To that end, on Nov. 1, 2017, the judge entered an order directing the SEC to explain why it had not completed such service. The order also stated that the judge would dismiss the case absent an explanation.
