A judge in the Provincial Court of British Columbia has sentenced West Vancouver's Frederick Johnathon Nielsen, a repeat violator also known as Fred Gilliland, for violating an order of the B.C. Securities Commission. The BCSC claimed that Mr. Gilliland breached a 25-year ban that he received in 2011 for running a boiler room from Surrey, B.C. That ban followed a U.S. fraud case in which he received five years in prison for a $29-million (U.S.) Ponzi scheme.
The sentence for Mr. Nielsen, 74, is set out in a brief news release that the BCSC issued on Tuesday, Oct. 13. The judge has ordered Mr. Nielsen to serve two years of probation and has prohibited him from contacting victims. Mr. Nielsen must also pay $17,300 in restitution, representing the amount of money he obtained from his crime.
Tuesday's sentence adds to Mr. Nielsen's regulatory and criminal history, which now spans nearly 30 years, and could still grow. He faces unresolved charges in B.C. that include fraud and identity fraud. In August, 2025, provincial prosecutors cited him for one count of fraud over $5,000, one count of theft over $5,000 and two counts of personation with intent to avoid arrest. That case awaits trial.
