Boston prosecutors have requested an 18-month jail term for Vancouver's Avtar Dhillon, who pleaded guilty to criminal charges arising from the fraudulent sale of shares in two OTC Markets listings. Prosecutors say that Mr. Dhillon, using his "medical background and business acumen," illegally sold $2.19-million worth of stock, hiding the transactions through private entities that his real estate lawyer created. (All figures are in U.S. dollars.) He then lied under oath twice when investigators with the U.S. Securities and Exchange Commission asked about the sales.

The request from prosecutors comes as part of the case against Mr. Dhillon, 63, and others for the manipulations of Oncosec Medical Inc. and Arch Therapeutics Inc. in 2014 and 2016. The government claimed that Mr. Dhillon secretly unloaded shares in the two companies amidst paid promotional campaigns. There was no trial for Mr. Dhillon, as he pleaded guilty and agreed to hand over the money that he made.
