West Texas Intermediate crude for December delivery lost 67 cents to $57.05 on the New York Merc, while Brent for January lost 86 cents to $62.44 (all figures in this para U.S.). Western Canadian Select traded at a discount of $18.60 to WTI, unchanged. Natural gas for December lost 12 cents to $2.57. The TSX energy index lost 2.20 points to close at 133.14.

Alberta is one of the worst destinations in North America for oil and gas investment, according to a new report by the Fraser Institute. The report examined data from a survey conducted between May and August, 2019, among senior upstream energy executives. The executives were asked to evaluate five Canadian provinces and 15 U.S. states for sector competitiveness. Alberta came in 16th place. No Canadian province was even able to crack the top 10; our best performer was Saskatchewan, in 13th place. Texas was No. 1. "Investors pointed to the uncertainty concerning environmental regulations, taxation, and regulatory duplication and inconsistencies as major areas of concern in Canadian provinces compared to U.S. states," noted the report. On Alberta specifically, continued the report, "65 per cent of respondents identified regulatory duplication and inconsistencies as a deterrent to investment."
