The National Post reports in its Wednesday, Aug. 20, edition that a Transportation Safety Board (TSB) report, released Tuesday, says many factors contributed to the train derailment that left 47 people dead last summer. The Post's Sue Montgomery writes that two key players took the full force of TSB's criticism. The Post says Transport Canada (TC), in particular, was slammed for not forcing Montreal, Maine and Atlantic (MM&A) to improve its safety record. Time and again, MM&A's owners were found to have lax safety standards, yet no government inspectors followed the problem to see if they were ever resolved. Eighteen factors cited in the report -- from the train being parked unattended on a downward slope, to lack of training for railway employees -- contributed to the tragedy, but "if you take any one of those factors out of the equation, there may not have been an accident." While the report identifies problems with the locomotive and tank cars, much of the blame falls on the shoulders of MM&A for its "weak safety culture" and TC for failing to ensure safety breaches were fixed. The TSB wants TC to ensure "additional physical defences are in place so trains will always be secure."
