Globe says deciding on TransCanada, others will test PM

The Globe and Mail reports in its Wednesday edition that the time will come when Prime Minister Justin Trudeau is forced to anger someone over pipelines. The Globe's Jeffrey Jones writes that it will be a premier, a mayor, a company or an aboriginal chief. Someone, at some point, is going to get mad. So far, the feds have not had to make a decision on whether to approve a pipeline project, though it has a December deadline for Kinder Morgan's Trans Mountain expansion. There is also a timetable in place now for TransCanada's Energy East. Both are contentious. There will be no sunny rights-of-way. The government has pledged to elevate the discourse from years of polarized sniping, but the players involved have not abandoned their positions. The oil industry wants access to a coastline. Its opponents want to block it. This week, the government moved forward with a sweeping study of environmental rules for approving resource projects, though developments now in the regulatory hopper will be vetted under the existing regime with some new hoops through which to jump. For a government that hangs its hat on being more inclusive, warm and thoughtful, vocal opposition and demonstrations from any side will sting.
