The Vancouver Sun reports in its Thursday edition that the City of Vancouver's latest assault on Kinder Morgan's Trans Mountain pipeline expansion project was delivered Monday in a letter to the federal government arguing that the environmental review process was flawed. A Sun editorial says that although Environment and Climate Change Minister Catherine McKenna has broadened the National Energy Board's scope to include the greenhouse gas emissions impact of upstream operations in its review of the pipeline proposal, that does not go far enough for Vancouver Mayor Gregor Robertson. He argues that downstream emissions -- those emanating from the transportation, refining and use of the product at its destination -- are 10 times greater than those from digging up the oil sands. If some of this sounds familiar, it is because the City of Vancouver has pounded this path before. In May, 2014, it filed a motion with the NEB demanding that the issues to be dealt with at a Trans Mountain pipeline hearing include upstream and downstream effects. The city's renewed attempt to derail the process seems late in the game. The NEB has completed its review and is expected to make its final recommendation to cabinet by May 20.
